Display fireworks (DOT 1.3G, class B) are what you can see at large, professional shows such as on the Fourth of July. These types of fireworks are regulated
by the BATF (Bureau of Alcohol, Tobacco, and Firearms) and transportation regulations are handled by the DOT (Department of Transportation).
Individuals may only legally purchase or manufacture these fireworks if they have the appropriate paperwork filed with the BATF. The types of fireworks that are in this classification are:
Larger than 50mg of flash powder
Large Aerial Shells
And just about anything else with more than 50mg of powder (last time I checked).
